Flour dust is one of the most common causes of occupational asthma in Great Britain. Released wherever cereal flour is handled, weighed, mixed or dusted, it is a recognised respiratory sensitiser with a workplace exposure limit in HSE EH40 and a long-standing focus of HSE enforcement in the baking and food manufacturing sector.
What flour dust is
Flour dust is the airborne particulate generated from cereal flours — predominantly wheat, but also rye, barley, oat, maize and gluten-free blends. It includes the flour itself together with associated improvers, enzymes (notably alpha-amylase), spores and any additives. Particle size spans the inhalable range, with the finer fraction remaining airborne for extended periods and reaching the upper and lower airways.
The biological significance of flour dust comes from its sensitising potential. Repeated inhalation can lead to bakers' asthma and bakers' rhinitis, which once established may persist even at much lower exposures than originally triggered the disease. Early exposure assessment and control is therefore preventive in a way that later intervention often cannot be.
Where flour dust exposure occurs
Flour dust exposure is widespread across food production and is rarely confined to obviously dusty tasks.
- Craft and plant bakeries — flour tipping, dough mixing, dusting and moulding.
- Pizza, pastry and pie production — bench dusting and dough handling.
- Flour mills and ingredient suppliers — bagging, blending and bulk transfer.

Why flour dust exposure assessment matters
HSE EH40 sets a Workplace Exposure Limit for flour dust as an 8-hour TWA, with a short-term exposure limit reflecting the high peak releases typical of bag tipping and dusting. Because flour is a respiratory sensitiser, exposure should be reduced as far below the WEL as is reasonably practicable — meeting the limit is not the same as adequate control under COSHH.
HSE has identified the baking sector as a priority for occupational respiratory disease, and bakers' asthma is one of the most frequently reported occupational asthma conditions in Great Britain. Exposure assessment is the route to identifying which tasks and work patterns are driving the risk before symptoms emerge.
Inhalable fraction and flour dust sampling
The flour dust WEL is set against the inhalable fraction. Personal inhalable sampling, typically with an IOM sampler at 2 L/min onto a pre-weighed filter, is therefore the appropriate primary method. Gravimetric analysis under HSE MDHS 14/4 gives the mass concentration in mg/m³ over the sampling period.
Real-time optical particle counters are useful alongside gravimetric sampling for identifying which specific operations contribute most to exposure. They are particularly informative for short, sharp tasks like bag tipping where the peak exposure can be obscured in an 8-hour averaged result.
Common bakery tasks driving flour dust exposure
Personal monitoring repeatedly identifies the same handful of operations as the dominant contributors to flour dust exposure, regardless of bakery scale.
- Tipping flour from sacks into mixers or hoppers.
- Dusting flour onto benches, conveyors and divided dough.
- Cleaning down — particularly dry sweeping or compressed-air blow-down.
- Charging spiral and planetary mixers without local extraction.
- Weighing and dispensing improvers, enzymes and minor ingredients.
How flour dust monitoring is approached
A defensible flour dust survey defines similar exposure groups (typically by job role and shift), monitors a representative sample of each group through a full shift, and supplements that with short-term sampling on the highest-peak tasks. The structured assessment in BS EN 689 is then used to decide whether exposure is reliably below the WEL or whether additional controls and monitoring are needed.
A single result is rarely sufficient. Bakery flour dust exposure varies significantly with product mix, shift pattern and seasonal demand, and repeat surveys are normally needed to build a robust picture.
Practical flour dust control considerations
Engineering and work-system controls deliver the most reliable reductions in flour dust exposure. Common measures include enclosed bag tipping stations with integrated extraction, bulk handling of flour to remove sack tipping altogether, low-pressure dusting devices in place of manual scattering, and disciplined vacuum cleaning instead of brushes or compressed air. Respiratory protection has a supporting role but is not a substitute for source control of a sensitiser.
When to review flour dust exposure
A new flour dust assessment is warranted when product mix changes (especially adding rye, enzymes or high-protein flours), when production volumes increase, when a new bag-tipping or mixing installation is commissioned, after any control change, and following any case of suspected bakers' asthma or rhinitis identified through health surveillance.
